On September 5, 2023, the Ministry of Information and Communication (MIC) of Vietnam issued Notice No. 10/2023/TT-BTTTT, temporarily suspending the implementation (in part or in whole) of certain QCVN technical regulations applicable to 5G, Wi-Fi, NFC, wireless charging equipment, some Marine equipment and several other types of equipment. To remove obstacles to the implementation of conformity certification, conformity declaration and product quality inspection in Public Notice 04/2023/TT-BTTTT.
Suspension of several QCVN national technical regulations
1、Suspend the implementation of all technical standards for the following products:
★ QCVN standards for 5G terminal equipment and 5G mobile phones: including QCVN 127:2021/BTTTT, QCVN 129:2021/BTTTT and QCVN 18:222 /BTTTT until December 31, 2023;
★ 76~77GHz radar equipment standard: QCVN 124:2021/BTTTT until June 30, 2024.
2、suspend the implementation of the following product technical standards extreme/critical condition test requirements:
★ 9 kHz-25 MHz short-range radio transmitter standard: QCVN 55:2011/BTTTT until December 31, 2023;
★ 2.4GHz broadband data transmission equipment standard: QCVN 54:420 /BTTTT, until December 31, 2023;
★ 5GHz wireless access equipment standard: QCVN 65:2021/BTTTT, until December 31, 2023;
★ 920-923 MHZ LPWAN equipment standard: QCVN 122:2020/BTTTT until June 30, 2024.
★13.56MHz RFID equipment and wireless charging equipment standard: QCVN 55:2011/BTTTT, until June 30, 2024.
Suspension period
Notice 10/2023/TT-BTTTT comes into force on the date of signature and applies to products that have been registered for quality inspection since July 15, 2023, but have not yet completed the procedures for type approval certificates and declarations of conformity.
When the suspension period ends
If the product is not certified or declared to be in conformity with all applicable technical regulations, the enterprise must conduct additional conformity certification, conformity declaration or recertification; If the product has undergone type approval and declaration of conformity in accordance with Circular 04/2023/TT-BTTTT (full technical regulatory testing and certification, including testing under critical conditions), the certificate of conformity or notification of receipt of the Declaration of Conformity will remain in force until the deadline stated on the certificate.
